1. Hiring a fixed-term Evaluation Manager focused on overseeing all elements of Phase 1 and 2. This work requires a dedicated staff member who will manage the various processesand relationships required to accomplish Phase 1, as well as manage the researchcommissioned in Phase 2. They will also be responsible for ongoing process and productimprovements.2. Development of a streamlined process for submitting data access requests. This will helpto minimise set up and access costs for researchers and to encourage high qualityresearch proposals. This element will include the necessary infrastructure, includingdeveloping a webpage, finalising the access application form, and finalising the internalapplication review process and supporting documents. We will also establishagreements and processes for linking archive data to other data sets, prioritising thosealready held in the SRS.3. Development of metadata resources. A data catalogue will be created that describes thedata available within the archive. We envision that this will be searchable by variousdimensions, for example year group or outcome measure. Additionally, to simplify theapplication process, we will aim to ensure that the data catalogue has the capability toexport a list of trials and variables requested by the researcher to pre-populate parts ofthe access request form.4. Creation of low-fidelity and high-fidelity synthetic data sets. Recent research funded byADRUK has highlighted the benefits of using synthetic data for public policy research. Wewill commission an external team to develop two types of synthetic datasets low- andhigh-fidelity data -- which will be quality assured to prevent pupil reidentification. Low-fidelity synthetic data values will follow the structure of the original data set and datavalues will be plausible (e.g., GCSE maths outcomes will always fall between grades 1-9),but the data will not correspond to any real individual. This will improve efficiency andsafety of analysis by enabling researchers to prepare and test code on low-risk syntheticdata before entering the SRS. It will also allow training of researchers in handling thedataset before accessing personal and confidential data. The high-fidelity data set, whilestill ensuring no individual is identifiable, will maintain relationships between variables.This will enable some research questions to be explored without requiring access to theSRS, improving efficiency, cost and security. | |||

The Education Endowment Foundation (EEF) shall use all reasonable endeavours to build a high-quality evidence base on "what works" in education practice, and support schools, colleges and early years providers to access and effectively mobilise this evidence to raise attainment of disadvantaged 2-19 year olds.The EEF's investment in the evidence-base will include responding to funding bids for projects from schools, colleges, post-16 providers, early years providers, local authorities, voluntary and community sector organisations, charities, social enterprises and other education organisations.The EEF shall use all reasonable endeavours to achieve the following four objectives with the grant, which cover the core functions of a "what works" centre for education: evidence generation; synthesis; guardianship; and mobilisation.In addition to the above objectives, which pertain to the purpose of the Funded Activity, the EEF shall also leverage additional income to raise the value of the upfront grant from the Department. The purpose of the funding is to commission a piece of joint work for the College of Policing and the Education Endowment Foundation to develop tools that support the assessment and translation of evidence. The grant will contribute toward the costs of commissioning a supplier to develop evidence assessment tools designed to assess the quality of both quantitative and qualitative social research evidence and to agree an approach to rating the strength of a body of research evidence. Developing a transparent and straightforward way to assess and label the strength of a body of evidence will help to support practitioners to use evidence confidently in their decision making. |
