First Homes are a specific kind of discounted market sale housing and should be considered to meet the definition of affordable housing for planning purposes. First Homes are the governments preferred discounted market tenure and should account for at least 25% of all affordable housing units delivered by developers through planning obligations. In advance of delivery through the planning system, the First Homes Early delivery programme will deliver up to 1,500 First Homes for sale in England (excluding London). The early delivery programme will provide learning to Homes England and DLUHC to assist the further national implementation of First Homes which will deliver at scale via the planning system. |
